Ever since the CSR guidelines were issued, there were discussions on how unscrupulous managements could misuse the very provisions meant for social good. The worst fears, it seems, are coming true.
Here is an article that appeared recently in The Economic Times which discusses the abuse of CSR funds :
http://economictimes.indiatimes.com/news/economy/finance/how-indian-companies-are-misusing-public-trusts-to-launder-their-csr-spending/articleshow/49474584.cms

So, do we need some kind of a watchdog to monitor this ? May be independent analysts would do a better job that the existing government bodies. Actually , it would make much better sense if the large pool of equity analysts also analyse the possible misuse of CSR funds by corporates as any such instance would substantially reduce the integrity quotient of the management in the eyes of the analysts, investors and stock market operators.
It would also help we can encourage whistleblowers from within the corporates to report on possible frauds in a safe and anonymous manner.

It was important that the debate on appropriateness of CSR spending has started. Mr. Asish K Bhattacharya has touched upon several important issues in his article. I would have liked to see a far more detailed analysis. Hope that he follows up this article with a series which highlights the issue by quoting specific examples. It is also time that the community of corporate and financial analysts look into this aspect. Will it be too much to expect the media to look into this aspect ?

The start of the CSR regime has not been encouraging with a significant gap between what ought to have been spent by the corporate sector and what was actually spent. Let us hope that this scenario changes in the current year.
