So MS works around this by moving from one country to another in the EU? That seems to make any of these rulings somewhat pointless if that's all that it takes to get around stuff.

Their products suck anyway, so their government did it's people a favor
That's what companies do in the States. Play one place off against the other.
<sidetrack>In the states, it's not a big deal to move to a different state if you prefer their basket of policies. I'd say that ability to pick 50 slightly-different flavors of law/government is the biggest institutional strength of the US. Moving countries within the EU is doable, but there's considerably more barrier to doing so (language, culture, social acceptance). </sidetrack>
