Local restaurant owners, some of whom already allow dogs in their outdoor patios and cafes, can now do so legally. But they are going to have to jump through some hoops.

In a 3-2 vote Tuesday night, the New Port Richey City Council approved on second reading a "dog-friendly dining" ordinance that requires restaurant owners to choose to pay a one-time $50 permit fee if they want to allows dogs in outdoor areas of their establishments. The ordinance came about after council member Chopper Davis learned that a local restaurant owner had been confronted by a state health inspector, which led to the discovery that the city had no ordinance concerning dogs in restaurants, as required by state law.

Concerns over a ballooning #legal bill for a fight over water resources between Florida and Georgia coincided with the resignation last week of Florida's top environmental regulator.

Jon Steverson, who has led the Department of Environmental Protection under Gov. Rick Scott for the past two years, announced his resignation days after #Florida House budget officials expressed disapproval of his management of a legal contract that had ballooned by more than $54.4 million in the past two years.

He will step down from his $150,000 job effective Feb. 3 to work for Foley Lardner.

From the confines of a Florida prison, Vincent Craig Williams types screeds attacking the Pinellas County legal system.

In one document, Williams wrote that Pinellas Clerk of the Circuit Court Ken Burke should immediately release him — a "flesh and blood mortal being" — from prison. Williams, 57, is serving 20 years for attempted murder.

In another, he claimed Burke was liable for $50 million.

It's against the law in Florida, yet, drivers are still texting behind the wheel and getting away with it. That could soon change. State legislators are looking to beef up the #laws in the next year.

Florida is one of just five states where texting and driving is not a primary offense. If that changes, the language of the #law will stay the same: you can't drive while typing or looking at your phone. But, when police see you doing it, they'll be able to pull you over immediately.

Some hold it up high. Others hide it in their laps. Even after three years, #Florida drivers aren't getting the message that texting and driving is illegal.

Wednesday should have been the beginning of a new era for the Public Transportation Commission with new board leadership and a long-running dispute with Uber and Lyft finally in the rearview mirror.

Instead, the agency is showing all the optimism of death row.

A bill backed by Republican #lawmakers from the #TampaBay area would abolish the agency, if approved. That threat has left the PTC in something of a legal limbo.

An idea that provoked a tug-of-war between boosters for downtown and Ybor City has died a quiet death.

In late 2015, business leaders in Ybor City proposed that the city redraw some lines to transfer the oddly named Gas Worx property — 7.6 acres that's ripe for redevelopment — out of the downtown community redevelopment area and into the CRA for Ybor City. The Gas Worx lies along the Lee Roy Selmon Expressway between Channelside Drive and the Nick Nuccio Parkway.

That way, Ybor boosters said, property tax revenues generated by new development on the Gas Worx could be steered toward improving the gateways to the historic district. Inside a CRA, taxes generated by new growth in rising property values are reserved for public projects intended to foster even more development.

Even as a rescue plan to rehab four government-subsidized homes marred by Chinese drywall gets under way, the Tampa City Council wants to go after the company that built the development.

Council members recently told city #attorneys to look into what #legalaction they can take against Michaels Development Co., the master developer of Belmont Heights Estates. The council also plans to ask U.S. Rep. Kathy Castor and U.S. Sens. Marco Rubio and Bill Nelson to ensure that Michaels, an affordable housing developer, be barred from getting new federal contracts because of its refusal to help the families stuck living in toxic homes for about nine years.

Hillsborough County commissioners have approved spending $205,000, mostly from affordable housing funds, to pay for renovation of the homes and temporary accommodations for the four families who were recently moved.

Using new information that came from a leaked audio recording, solar industry advocates on Wednesday filed two legal actions aimed at asking the Florida Supreme Court to disqualify the outcome of Amendment 1 voting because of revelations they claim are proof that Florida’s electric utility industry intentionally attempted to deceive voters.

"Consumers for Smart Solar, Inc., the amendment’s proponents, affirmatively withheld relevant and material information as to the objective and intended purpose of the amendment, and thereby misled this Court (and is now misleading the public) as to the adequacy of the ballot title and summary presented to the voters,'' the Florida Solar Energy Industries Association and Floridians for Solar Choice, the pro-solar political committee opposing the amendment, wrote in a lawsuit filed Wednesday.

The groups ask the court to reopen the case involving the the ballot language used in the proposed Amendment 1 on the Nov. 8 ballot and declare it unconstitutionally misleading.
