There is clearly something mystical about Stonehenge, even after over 4,000 years. This picture captured what I felt like about how the builders were trying to create something that would awe people at the site.

Love to see these guys preening themselves. This blue heron on St. Simons Island was able to reach every part of his body - it would be great to be able to scratch my back that well.

Scot, a well stated and cogent piece. One observation I would have, based upon my governmental experience in  two Presidential transitions and one gubernatorial transition as well as from working in individual agencies and departments at both federal and state levels, is that it is not enough to want "cultural change." Statements such as that by Director Clancy that "cultural change takes time" are meaningless. First you have to have behavioral change which includes the lesson that misbehavior and the toleration of misbehavior have consequences - severe consequences. Frankly, there has been a culture of "boys will be boys" and "we deserve to blow of steam because of the pressure" in the Secret Service for decades. There are many very fine and dedicated people in the Secret Service and I've worked with them on Presidential advance and on deployment to the Secret Service from the FCC. They are not the problem. The reason we periodically go through rounds of "we need culture change at the Secret Service" is because there haven't been consistent messages and consequences for behavior by the others. The Secret Service needs to focus immediately on behavioral change. Start firing people. Then cultural change needs to be built into everyone's job description and performance appraisal and pounded in during training. These are actions that you were actively involved in at GSA and took in the House of Representatives.

This agency protective division performs an absolutely essential function for our national security in protecting the President, Vice President, their families, former Presidents and their families, and Presidential candidates. We cannot have the consequences of unacceptable lapses in behavior and judgement endangering our government.
