From how it goes now Congress will not stand the might of Modi. So our best hope is in a Third front, which has been formed already by communists and some others. Lets wait and see how it goes.
Learning a foreign language =/= learning a programming language. Learning a foreign language teaches you about other cultures, opens new doors for communication and makes you more aware about the world. Learning C or Python won't teach you any of that.
One good thing about such a move would be that students would flock to computer science courses, since learning to code is much easier than, say, learning French or Latin.
