Hollering from the Netherlands, I keep meeting people whose approach to websites is very 2001-2003. There are some WP sites out there but the perception seems that it's a hobby platform. Serious business owners don't use it because of "robustness" or whatever.
It's not so much the language as much as getting more developers that use it.
The selling point, IMHO, in the US has been SEO Smart and user-friendly.
The business owners in the Netherlands do not have a very hands on view of their web presence, or content creation or social media integration.
There are firms taking managing this part for most companies, and setting up 5-10 page sites and not really pushing for content creation. Things are set on "auto-pilot".
I started out on Aruba and get A LOT of US influence from day 1, which is WHY I am using WP and not Joomla or Drupal..
