This picture shows you the temperatures where Legionella will flourish or die.

Legionella will grow at temperatures of 20°C - 55°C.
Legionella will die at 55°C in 5-6 hours.
Legionella will die at 60°C in 32 minutes.
Legionella will die at 66°C in 2 minutes.
70°C - 80°C is disinfection range.

Why in Australia have we been and are we still running our Hot potable Water Reticulation Systems (HWRS) 24/7 at temperatures of 65°C+ (sometimes up to 82°C)? A minimum temperature of 55°C should suffice since Legionella will die at 55°C.
Fortunately our latest AS/NZS 3500.4:2018 is now covering this minimum HWRS temperature of 55°C (in the return line) and 65°C maximum (in the flow line) .

Thermostatic balancing valves could be an option. Thermostatic balancing valves are used in Europe (and elsewhere in the World) in hot water reticulation systems.
These thermostatic balancing valves have a factory temperature setting of around 58°C and an adjustable temperature control range of 50°C-65°C, not 65°C+ !.

These thermostatic balancing valves only open up (once a day) when the hot water temperature goes over 70°C (“Disinfection range”). The hot water units simply increases the water temperature above 70°C for a certain period to disinfect the whole hot water reticulation system against Legionella. This is all in compliance with DIN 1988-3 (EN 806-3), W551 and W553. Should a disinfection become necessary, the water temperature has to be increased to more than 70°C. According to the DVGW work sheet W 551, this disinfection temperature has to be maintained for at least 3 minutes (not 24/7!) at each circulation point - draw off point. The Thermostatic balancing valve supply the required volume flow in each riser and support the thermal disinfection.

The rest of the day the hot water reticulation system runs at the lower (58°C) temperature. By doing this the end-user (residents) will save a lot of energy (and $) and their HWRS, including their hot water units and pipe system, will last longer as well.
