Recommended Bit-rate & Codecs for Online & Offline Video

Consider: A company is supplies you with videos that are to be, both, streamed and made available to download for offline viewing on mobile devices and desktops.

Question : Assuming a high bit-rate source video of 1920 x 1080.  What encoding options would you ask them to supply them in; so you don't have to handle the conversion yourself?

My initial thoughts were H.264/MPEG-4  

1920 x 1080 @ 4000 kbps
1280 x 720 @ 2500 kbps
848 x 480 @ 1600 kbps

Where the encoder used 2-Pass VBR, as the encoding is done offline & prior to delivery. 

ETA : As +John Goodyear pointed out there's no one size fits all.  These are really just guidelines that I need to give to professional video producers so the videos can be used without me needing to re-encode.

They already got a pretty good collection of apps, but I encourage you to submit a PR if your favorite app is missing ;)

Installing Chrome Canary is now a one-liner:

Happy that a service like this is now available. I worry about all my accounts, servers, projects that only I have access to. It's a bit dark to consider, but certainly useful.

Spotify is now on the Chrome Web Store. Huge news for everyone on ChromeOS or would just rather manage it in the browser.
