I get that question a often at the shop, and the answer in most cases is YES, and here is why:
Winter tires now perform as well as all-season tires on dry and wet pavement in cold weather (and in warm weather) but have the added safety of performing significantly better in snowy or slushy conditions. Winter tires are designed to aid in acceleration, handling, and stopping in snowy conditions. All-season tires are not designed to handle more than a dusting of snow.
We recommend that you put your winter tires on around Thanksgiving and take them off in April to avoid wearing them out prematurely. Unlike all-season tires, winter tires should be permanently retired with about 6/32" of tread, which is how much you need for effective cold weather traction.
If you are in the market for snow tires, don't wait until it snows! Snow tires are manufactured during the summer and the warehouses can only get what is currently available.

The tread compounds of winter tires perform better than an all-season tire at or below 45 degrees.
Remember to switch your summer tires back on your vehicle when the cooler weather ends because the tread on winter tires can be easily damaged by warm pavement.
