ATTENTION CALIFORNIA: Yesterday ASA published a memo and model ordinance for California cities and counties recommending that they regulate the cultivation of medical marijuana instead of banning it. The memo and model ordinance are part of project by ASA to support patients and advocates fighting bans on cultivation and pushing for local licensing and regulation of medical marijuana businesses.

VICTORY! President Obama extended a federal “cease fire” in the 20-year war on state medical cannabis programs on Friday evening, when he signed theFY 2016 omnibus appropriations bill.

It is clear that the federal government’s war on patients is drawing to a close, and passing new laws in Congress is the logical next step. Congress has a viable option in front of them in the bipartisan Compassionate Access, Research Expansion, and Respect States Act (CARERS) Act of 2015.

ATTENTION ILLINOIS: Twelve registered dispensaries have opened across the state in recent weeks, two years after Illinois lawmakers approved a medical marijuana program. Two more are expected to open this week.

About 3,600 patients have been approved for the state program and medically certified as having one of about 40 debilitating medical conditions, including HIV, cancer as well as multiple sclerosis. http://trib.in/1U8cuAv

This annual report evaluates the array of differing state medical cannabis programs across the country from a perspective often overlooked in policy debates: the patients’ and provides policy makers with model legislation and regulations. ATTENTION FLORIDA: As Florida inches closer to growing and distributing a low-potency strain of medical marijuana, state health officials are unveiling tough regulations to control the process.

The regulations range from mandatory 24-hour video monitoring of nurseries and dispensaries to tamper-proof locks and spot inspections of the facilities. At a public hearing Wednesday, representatives of the five nurseries licensed to grow the so-called 'Charlotte's Web' marijuana strain voiced support for the Florida Department of Health's proposal. http://bit.ly/1U8d6WB

ATTENTION GEORGIA: A blue-ribbon study panel appointed by Gov. Nathan Deal has voted to reject a Macon lawmaker's pitch to allow growing medical marijuana in Georgia. A majority of the members of the Georgia Commission on Medical Cannabis say the governor and the state Legislature should continue to tell Georgians to comply with the federal ban on growing cannabis.

Deal recently said he will not support in-state cultivation of cannabis because he is not convinced that the state can adequately control the plants and products. http://bit.ly/1U8cf8C
A panel appointed to study medical marijuana in Georgia will not recommend that the governor and the state Legislature legalize in-state growth of medical cannabis.
