It's a disease that includes filling out paperwork, obtaining licenses, having multiple people or committees approve a decision and various low-level rules that make conducting one's affairs slower, more difficult, or both. ➜

When my sister's husband moved from the UK to Germany he needed a form which as a Brit he didn't have.  He was told he could get this form by filling out another form but this needed another document that he did not have.  This document could only be obtained however if you had this first form.
Reminds me of the movie 'Brazil'-cult favorite of mine.
My Indian flatmate was just telling me the other day about the ridiculously long processing times for government paperwork. Based on the first pic with sacks piled high, it looks accurate.
