I am sorry to hear that you are having issues with the Elbert V2 boards.  I had no issues with mine.  There isn't much I can do to assist as I didn't design the boards and I don't work for Numato Labs.  

Have you checked the jumper position near the USB port is correct to ensure that they are in programming mode and not serial passthrough mode?

PSHDL (pure simple hardware description language) could be your friend then Alex, http://blog.pshdl.org this guys seems to have his head screwed on about FPGA's. He tried to fund the creation of an arduino like platform for FPGA's but failed crowd funding, but the language he made remains, not tried it but maybe worth a gander :)
