Here what I tried
"Network Connections" will let you create profiles but not activate them.
"Network" did let me activate them (but not create them) until I updated the my OS - now "Network" no longer displays the profiles, it just selects one
So now the only option I have is nmcli - so I guess my question is - is this by design ?
With the help of and others I finally worked out what was going on.
The short answer is that I was running Cinnamons Network app and not GNOMEs Network settings app. The former doesnt seem to do network profiles, where as the later does
